    Post Office returned a piece because it is "not flat rate." Postal Bulletin 22435 dated 2-18-2016 clearly states that Flat Rate refers tot he price, not the shape. The package was not altered nor did it require additional tape to close. The items fit within the confines of the normal folds and the adhesive on the package was used to close the package.

    Poor customer service. Staff is mostly kind, but the facility has two major problems. 1) PACKAGE PICKUP WAIT TIMES: Be prepared to wait up to 30 minutes (occasionally more). There is a single staff member allocated to this service. This hub services ~1 million citizens and businesses in the lower west side, yet the package pickup window has a SINGLE worker staffing it. It generally takes 7-10 minutes per customer per package. The unfortunate soul responsible for staffing that window must both assist the customer AND find their packages. Three people in line ahead of you? Settle in. 2) REFUSAL OF SERVICE: On two occasions a staff member has refused to scan a pre-paid international package. August 14th, 2017, at 09:00, I was denied the scan of a pre-paid international package. The lady working REFUSED to scan, despite correct postage mounted securely to the USPS box AND customs forms placed correctly inside the declaration pouch. She claimed that my declaration placement was incorrect, and said "You can drop the package in the pre-paid bin if you want, but *I* won't scan that." Her refusal coerced the other counter staff member into the same response. This is simply unacceptable. I was taught how to place the customs declaration forms BY USPS WORKERS! International packages MUST be scanned to ensure package tracking is activated. My customers need to know where their packages are. I ship 100-200 packages a month, all USPS flat-rate pre-paid. About 5% are international. There is only one postal worker in the entire city who has refused to scan a package, and she works at this location. ON A POSITIVE NOTE: This location allows bulk package drop-off of via the docks (located via heading east on King St., right before the corner of Varick). Check in with the armed security guard BEFORE attempting to bring your vehicle in, explain what you need to do, and you will generally be allowed to back your vehicle in to drop off packages. The security guards and back-of-house staff work hard to be helpful. About once a month I drop ~30 packages, and have been granted access to the docks each time. Just be patient, follow any given instructions, and ask to speak with the manager on duty if there is an issue. MAKE SURE TO HAVE SOMEONE WITH YOU to attend the vehicle while you speak with the guard/staff. This is a very large Federal Complex Facility housing USPS, ICE, and Homeland Security, with practically no street parking. They take vehicle security very seriously. NOTE: The docks may be inaccessible before 10:00 or after 13:00, as they are loading trucks before 10:00 and may close after 13:00 depending on shipping volume that day. I only recommend attempting this if you are unable to schedule a pickup at your office/home (someone must be preset for pickups, and you can not chose a time slot, only a day. I only drop off when I must ship that day but can't guarantee someone will be present all day to await pickup) I understand that USPS is suffering from major budget problems, but this faculty ranks among the worst DMVs for quality of service. It depends entirely on who is working that day. Some staff are incredibly helpful - but some are rude, slow, or downright useless. USPS: If you're reading this, please conduct a performance evaluation of this facility and re-train staff on international shipping and customs packet placement.
